Volcanion was first obtained in Pokémon X, Y, Omega Ruby and Alpha Sapphire. Now its available again in the Mega Dimensions DLC for Pokémon Legends: Z-A.
Where to find Volcanion¶
First, you must’ve completed the postgame DLC mission “The Greatest Gift”.

Mable’s sidequest.
Head to the 3rd floor of the Pokémon Research Lab and you should receive Side Mission 194 “Volcanion Unleashed” from Mable.
Your task is simple. You’ll be locked in an extremely dark basement with a Level 80 Volcanion that you must catch.
No basement can possibly be this dark
Even the Steam Pokémon can be frozen!
Volcanion has a rare Fire and Water typing. Otherwise, it’s not too difficult compared to some of your earlier challenges.
We had great success fielding Primal Kyogre. Near the end, you can try spamming 
Ice Beam, which deals 0.25x damage, but can inflict Freeze, greatly boosting your catch rate.
After catching Volcanion, the side mission will conclude.
