A Rogue Mega Froslass is mission 27 of the main story in Pokémon Legends: Z-A. As its name suggests, you must stop a Rogue Mega somewhere in Lumiose City. You can tackle this mission at the same time as missions 28 and 29.
How to reach the rooftop¶
The first hurdle is actually reaching the 
Froslass. It’s on the rooftops on the east side of Wild Zone 12, near the south side of the city.
Look for this inactive holovator
Create ice bridges to reach the Froslass
First, head to the north side of Wild Zone 12, while outside it. Look for a red/inactive holovator on the opposite street: Map Marker
Next to it should be a Rust Syndicate Grunt. Speak to him to accept Side Mission 061: 
My Favorite Holovator. Then beat the crap out of him. He has a 
Trubbish, 
Roselia and 
Mawile, Level 46~47. 
Psychic types are great for the first two and Fire types for the last two.
Once you’ve won, use the holovator to reach the rooftop. Then go south to the rooftops around Wild Zone 12. From here, use Pokémon attacks to shatter the ice chunks to create ice bridges. Then cross the bridges to reach Naveen and the Froslass.
How to defeat the Rogue Mega Froslass¶
Mega Froslass is an Ice/Ghost type. Like Naveen said, Ghost and Fire moves are strong. Rock, Steel and Dark moves are also equally strong. Should be easy for 
Emboar, but remember not to click any Fighting moves.

Icicles rain from the sky
To begin with, whack Mega Froslass with super-effective moves and collect the dropped mega shards when it’s safe to do so. There’s no rush.
Watch out when Mega Froslass starts gathering energy. If you’re unsure call back your Pokémon so they don’t take damage from the incoming attack. It doesn’t matter if they’re mega, the mega counter is paused when they’re not in battle.
Massive icicles will begin falling down from the sky. Run and roll to dodge them. There will be shadows on the ground indicating where the icicles will fall.
Mega Froslass charges up energy again
Hide behind the icicles to avoid damage
Afterwards, don’t let your guard down. Mega Froslass will charge up energy again. Definitely call back your Pokémon, then run behind an icicle until the attack is over.
Once you’ve defeated the Mega Froslass, you’ll receive the 
Froslassite mega stone. With that, the mission will end.
