Scraggy is one that you’ll need to track down. Read on to find out it’s location and how to evolve it!
Scraggy can be found on the rooftop to the southwest of Wild Zone 16

Scraggy Location¶
Scraggy can be found on the rooftop to the southwest of Wild Zone 16 which is situated in the Bleu District. It can be reached by using the holovator which is found on a wall to the south east of Café Soleil. It’s easier to catch by sneaking up behind it and looking for four upward arrows, but if this isn’t possible then you’ll need to deplete its health by using Bug, Fairy, Flying and 
Psychic-based moves.
How to Evolve Scraggy into Scrafty¶
You can obtain a Scrafty by leveling Scraggy up to level 39 which can be done by using it in battles or by using items such as 
Exp. Candy L or you can find Scrafty in the west side of Wild Zone 20 (Map Marker) upon completing Main Mission 38:
