When you make it to Raccoon City Center, Leon returns to a familiar place. As you explore the RPD, you will come across some files located in the S.T.A.R.S. room that give you a treasure hunt to complete. How to Unlock the Locker in Raccoon Police Department¶
While in the S.T.A.R.S. room, you will find a treasure hunt file, giving you a few clues on where to go. There are other clues in that room too, so make sure to check them out and get more notes and files containing images.
When you’ve investigated that room, make sure to go to the Operations Room downstairs. That contains a rough match of the whiteboard referenced in one of the Treasure Hunt files. When you’re there, look for the CRT monitor hanging from the ceiling. You may notice some keys to the corner of the monitor. Look for the box you can climb up under it, and you can now reach and interact with the keys, picking them up.

With the keys acquired, head back into the West Office and check for the simple lock locker at the top end of the room. You should now be able to open it. Inside you will find another file, which you need for your achievements and collectibles. You will also get the S.T.A.R.S. Emblem Charm. This charm increases your weapon firepower for automatic weapons at the cost of more sway while aiming. It’s great to stick on your SMGs you get in the campaign, alongside bonus content automatic weapons you come across too.
