The Phlegyas can be found in the underwater section of Via Purifico. Being underwater, it is weak to Thunder-based attacks, although you don’t have someone like Lulu to nuke it. After being targeted by anything (an attack or something like Steal), it will start Charging. Upon a third Charging bit, it will use Sonic Wave to attack the entire party. Note that it can be put to sleep without triggering the Charge mechanic.
