Walk near the 
Noodle Wagon in 
Lestallum during Chapter 8 or later to initiate this quest. You will be given one of three sub-quests, namely 
The Perfect Cup (Meat), The Perfect Cup (Egg), or The Perfect Cup (Shrimp), depending on your selection during the cut scene.
