After you defeat 
Mistress of the Night - Huang Yan at 
Treasure Trove, don’t go down the Shaft just yet, instead, head around the back, and you’ll find the 
Bloodied Paper. Take the lift down now, and if you’ve collected the letter, you’ll run into Fang Yao.
