Killing 
Li Dingo is the only way we have found to obtain a 
Lustrous Red Feather in Chapter 4, but there is a specific progress route you need to take to trigger an encounter with him.
Where to Find
Li Dingo will succumb to madness, and can be fought beneath the 
Ferry Overlook Shrine if you complete Chapter 3 (Mt Zhewu) before meeting him in Cloudspire (near 
Mort Grotto) in Chapter 2.
