Drapelords can only appear in the large area on the east side of Memorium, but it’s not a guaranteed spawn. You will more commonly find Drapeflies, or nothing at all. Leave the area, and reenter repeatedly until it spawns. You can find a guaranteed spawn of three Drapelords here when you locate Jubilana during 
The Lost Merchant.
