Where to Find
This mine, and Shrine, sits bang in the middle of the Cloudspire region, as such, you’ll be able to get into it multiple ways. The easiest way, however, is by heading right from 
Snowy Passage (instead of into 
Cloudspire Outskirts) and then crossing over the bridge on the right to reach the mines, you’ll find the Shrine further inside.
