Decided to help Jett, who lost his sister and now lives in despair. First, go to the Matrix 11 Hideout.

There is an abandoned teddy bear in the Matrix 11s Hideout. Theres a possibility that Jetts sisters Memorystick is inside, so make sure you retrieve it.

Retrieved the teddy bear. Hand it over to Jett and see how things go.

Jett has gone out, and not in the right frame of mind. Try talking to him again.
Synopsis
In Xion, there was a crazy man named Jett who stockpiled teddy bears. Curious, EVE asked him if he had a reason for doing so. Jett thought EVE had come to ridicule him, but he told her the truth regardless.
His only sister died during wartime, and Jett moved around the world with a teddy bear in which he kept his sister’s Memorystick. But he lost the teddy bear during a sandstorm.
Ever since then, he had gathered many teddy bears, in the hopes of finding the one that he had lost. Alas, his efforts were fruitless and the Memorystick remained lost. Wracked by guilt, he slowly lost his mind to despair and self-hatred. EVE had seen something that looked like one of Jett’s bears around the depths of Matrix 11 and so offered to bring it to him.
EVE cut open the teddy bear’s stomach and to her surprise found the Memorystick. Life was worth living once more for Jett.
