From the Parking Tower Exit camp, turn left and head west. Climb the yellow crate at the building corner and jump to the handholds above. Follow them around the edge, climb to the platform, then use the next set of handholds to reach a hole in the wall leading inside. Interact with the pinboard on the wall to receive the document.
