You can accept this wish from the wish wall in Bellhart after finding Shakra in every location across the map.
It is not 100% clear what the other requirements are, but if it does not appear, it’s recommended that you track down and defeat Groal The Great as a first step. If it does not spawn after that, continue progressing and clearing other wishes, and check again later. The wish is available during Act 2.
If all the maps are found and the wish does not appear, then you need to kill Groal The Great.
I can confirm this, currently stuck on groal right after completing trails end. I have 2/3 melodies unlocked
Thanks for the info. I've seen other reports of the wish appearing without killing Groal, so I'm still a little hesitant to say definitively that's what unlocks it. I will add a note to suggest that players do that as a first step, if they're struggling to trigger it.
Someone commented on YouTube that Shakra's quest became available to them after getting two melodies in the Citadel and without having to kill Growl. But that was just one comment, so I'm not sure how true it is, and I can't verify it myself.
If that doesn't work, I'd simply recommend staying in maggots in the bottom right corner, where the mobs and the boss's attacks simply can't reach, and shooting him with any weapon you have. I used the Straight Pin + Pollip Pouch. The key is to survive the gauntlet before the boss and take your time.
