Track the 
Second Sentinel by their markers left near Songclave.

Awaken Second Sentinel by assembling the 
Cogheart and placing it in the sentinel’s chest. You must then find it in two additional locations, here, and then here.
After you have found it in both places, this wish will appear on the Songclave wish wall some time later. It’s not 100% clear what causes this to trigger, so check back periodically and eventually it will show up.
The trigger is seemingly seeing the sentinel defeat a grand reed in songclave. Saw it defeat the enemy and immediately checked the songclave board and the wish was available to take

I know it's late to this thread but the wiki says "can be acquired from Songclave's Wishwall after activating the Second Sentinel by assembling the Cogheart, meeting them (whether they are fighting enemies or resting) at least twice within in The Citadel (or once if the Everbloom has been acquired), obtaining the Conductor's Melody, and completing at least two of Songclave's Wishes, including Building Up Songclave."
Yeah, my first encounter with him after his release was of him defeating the reed and it didn't poped the wish on the board, only after seeing a second encounter
Interesting, thanks. On all of my runs, the wish has shown up immediately after witnessing two fights, but I know that hasn't been the case for others.
